About
Beyond the Building: from Investment to Impact
For Guillaume Babille, every investment ultimately comes back to the people and communities it is intended to serve. Infrastructure is about much more than the built form. It is not simply about delivering a building or physical asset, but understanding what that investment needs to enable: better services, more effective operations, stronger user experiences and lasting economic and community outcomes.
As a strategic infrastructure and economics adviser, Guillaume helps organisations navigate complex investment and service-delivery decisions. He brings together strategy, business cases, economic and financial analysis, commercial considerations, operating models and stakeholder insights to turn complex challenges into clear, evidence-based and deliverable pathways.
His connection to the work is personal. Growing up in a low-income household gave Guillaume an appreciation for how access to housing, education, services and opportunity can shape people’s lives. That perspective continues to inform his work and his passion for making a positive difference in society, particularly for vulnerable people and communities. Across his work, he remains focused on how investment can create meaningful and lasting outcomes for the people it is intended to serve.

How Guillaume Works
He starts with the people a project serves.
Guillaume puts people and communities at the centre of the process, bringing their needs and perspectives into the investment journey early to help shape better decisions and outcomes.
He looks beyond the building.
Guillaume considers the physical asset as part of a broader solution, looking at the services, operations, partnerships and investment needed to make it work. He focuses on what an investment needs to enable and how its wider economic and community outcomes can be understood and demonstrated.
He builds the case for action and investment.
Guillaume brings together evidence, data, stakeholder insights and strategic thinking to build credible investment cases. His focus is on helping decision-makers understand not only why investment is needed, but the value it can create and the pathway to delivering it.
